Digital transformation in the public sector: what is best practice?<\/h1>\n\n

Technology plays a crucial role in business change in the public sector. Government is now more focused than ever on using data transformation to make better decisions and improve public services. Citizens increasingly expect the public sector to deliver a high quality digital experience similar to what they experience from commercial companies. But how do we chart a best practice pathway for digital transformation in the public sector?<\/p>\n \n <\/div>\n<\/section>\n\n\n

Having compared digital transformation in the private and public sector over many years, a number of lessons can be drawn from the experience of commercial businesses. These can be applied as best practice to the needs of public sector bodies undergoing business change often with poor legacy systems, deep organizational silos and a lack of effective cloud strategy and infrastructure.<\/p>\n\n\n\n

First, define and understand the problem. <\/strong><\/h4>\n\n\n\n

Digital transformation \u2013 the use of digital technology to solve problems \u2013 is now more relevant than ever in the public sector given continued resource constraints and the impact of the coronavirus pandemic on public service provision. However, many organizations fail to appreciate that data transformation underpins most business and digital change.<\/p>\n\n\n\n

Second, ensure clarity and decisiveness in digital transformation.<\/strong><\/h4>\n\n\n\n

\u00a0The data maturity model charts the stages of data utilization within an organization\u00a0as it moves through digital transformation.\u00a0 Organizations begin at the\u00a0\u201cno data stage\u201d,\u00a0with\u00a0very little known or useful data\u00a0for\u00a0information-based insights\u00a0and decision making.\u202fHowever,\u00a0as\u00a0we live in a digital age,\u00a0almost as soon as\u00a0they\u00a0start exploring their\u00a0data\u00a0they are inundated with it.\u00a0At this\u00a0point\u00a0they almost immediately find themselves\u00a0in the\u00a0\u201cbig data stage\u201d, which is\u00a0a\u00a0double edged\u00a0sword\u00a0for most organizations.\u00a0They need to make the most of data sources, data silos and scripted\u202ftransfers, which can be\u00a0challenging,\u00a0so decision making\u00a0continues\u00a0to be based on little\u202for no\u202fuseful information.\u00a0Once\u00a0organizations\u00a0begin to create standardized sets of data, interfaces and reporting, and corporate taxonomy and metadata, they\u00a0move into the \u201cquality data stage\u201d.\u00a0In this phase,\u00a0decision\u00a0making\u00a0can begin to be\u00a0based on explainable data. There follows\u00a0the\u00a0\u201cpredictive stage\u201d, when data is used to\u202fmake\u202fall critical\u202fbusiness\u202fdecisions,\u200b and predictive\u00a0and\u00a0retroactive\u00a0analysis\u00a0can be performed, and\u00a0finally\u00a0the \u201cstrategic stage\u201d, when data is fully embedded in all\u202fprocesses and all decision making is\u00a0based on\u00a0analytic data.<\/p>\n\n\n\n

Once public sector bodies define the problem and understand the implications of the digital maturity model, they can take the third and final step \u2013 plan their approach and implement the program.<\/strong> Agile approaches to software development are particularly powerful in managing digital transformation.  They involve a continuous assessment and adaptation of work, and the division of tasks into short phases of work, to identify and achieve quick wins while planning and implementing longer term data transformation. This pragmatic and iterative process ensures that outcomes are defined and executed \u201cas you go\u201d, rather than committing huge amounts of time and resources without delivery \u2013 or worse still waiting until the end to deliver something which may not be the right solution.\u202fAgile is well suited to managing intractable public sector technology and organization challenges, such as workflow continuity, skyrocketing quantities of data and the governance and security concerns that arise as government expands cloud adoption \u2013 and moves data across a wide range of public and private clouds and on-premise infrastructure.<\/p>\n\n\n\n

Public sector bodies can adopt this digital transformation framework to effectively manage business change in an increasingly complex, unpredictable and cost constrained environment<\/p>\n<\/div>\n<\/div>\n\n\n\n
